The Senate on Tuesday confirmed Tom Wheeler, a former head of industry trade groups, to lead the Federal Communications Commission as it tries to defend its Internet rules against court challenge. Mr. Wheeler and former Republican congressional aide Michael O'Rielly, who was nominated to be a commissioner at the agency, won confirmation by unanimous consent just hours after Sen.
