U.K. regulator proposes allowing consumers to cancel contract without incurring costs if their operator raises fees; telco warns of threat to handset subsidies.

Ofcom on Thursday proposed giving consumers the right to cancel their fixed-line, mobile or broadband service early without incurring fees if their operator increases prices during the term of their contract.
