Cable & Wireless Communications’ (CWC) Panama business has won a social telecoms contract to introduce a new IT system in around half the country’s public hospitals.

Cable & Wireless Panama has been awarded a US$7.4 million two year contract to implement a ‘Hospital Information System’ (HIS) to improve administration and patient care in all 43 Panamanian hospitals and medical centres funded by social security contributions.

The HIS is designed to improve hospital administration and patient care by replacing paper medical records with digital versions, which can more easily be kept up to date, with the information used across the hospital:

- Admission can be done electronically, and processed even if the patient is admitted through an emergency room;
- Any dietary requirements can be automatically transmitted to the hospital kitchens ensuring that meals are correct;
- Drug administration, lab tests and other procedures can be controlled and coordinated by nurses;
- Lab test results can automatically highlight any values that are out of the patient’s normal range;
- Following diagnosis the HIS can suggest the best treatment to follow;
- The HIS can also scan any prescription drugs prescribed to ensure that they will not adversely affect the patient based on their medical history;

Hospital administrators will receive reporting tools enabling them to manage each hospital more efficiently using performance metrics – such as time taken to care for patients and the cost of treatment. They will also be able to manage resources better - being able to view usage levels of drugs, blood and other inventory items. The digital medical records will be fully integrated with each hospital’s accounting system ensuring further efficiency.

This is the second social telecoms contract won by CWP in the 2012/13 financial year following a US$10.2m agreement to modernise the country’s National Public Registry.

Public health in Panama is administered by two separate entities: the Ministry of Health (Ministerio de Salud or MINSA) and the Social Security System (Caja de Seguro Social or CSS). The hospitals and primary healthcare centres administered by MINSA receive funding from the General Budget of the Government. Those administered by CSS are funded with money collected via social security payments.
