Cheaper roaming, free Skype and mobile Wikipedia make European consumers smile, but what about the telcos?

Summer has come early for European consumers, and I'm not just talking about this spell of unseasonably warm and sunny weather we're currently enjoying in the U.K. The news that the European Parliament has voted to cap mobile data and SMS roaming rates and further reduce charges for voice roaming from 1 July is good news for anyone from the 27 member states who is planning to holiday elsewhere in the EU this summer… not to mention business travellers and the like. Following a lengthy campaign, European telecoms commissioner Viviane Reding has finally got her own way. "Today's vote marks the definite end of the roaming rip-off in Europe," Reding said on Wednesday, a statement that will endear her to consumers, but will do little for her popularity deficiency when it comes to the continent's mobile operators. "It is no secret that the EU has used the telecom industry and an aggressive regulation of end user prices to try to increase popularity…
