The European Union is prepared to enforce antitrust rules on Microsoft Corp. and Google Inc., EU competition commissioner Joaquin Almunia said.

European authorities have found that Microsoft has failed to comply with an agreement to offer users a Web browser choice, Mr. Almunia said. In the case of Google, the EU
