Bouygues' telecom unit Bouygues Telecom has filed two complaints with the Conseil d'Etat, France's highest administrative court, to dispute the tender procedure for the country's fourth third-generation mobile license, a company spokeswoman said Wednesday, following a report by French business daily La Tribune.
